The benefit of having cloud syncing, versus offline-only authenticators, is that if you lose your phone hardware, you can fairly easily get the authenticator back up and running on the new phone hardware. With offline-only authenticators, you have two options: 1) make sure you have a good backup process, or 2) you will lose access to that OTP authentication when you lose or upgrade your phone hardware.
