The QuickLaunch settings screen is inaccessible in Android 4.1.

Nonetheless, the QuickLaunch keys are still active -- if you plug in a Bluetooth keyboard, you can
use them just fine.

This worked for me:

    - install QCustomShortcut
            (alternatives that might work: Manual Intent Shortcuts, ...)
    - create a custom shortcut with these fields:
        - package = com.android.settings
        - class = com.android.settings.quicklaunch.QuickLaunchSettings
