The QuickLaunch settings screen is inaccessible in Android 4.1+.

Nonetheless, the QuickLaunch keys are still active -- if you plug in a Bluetooth keyboard, you can use them just fine.

This allows you to access the QuickLaunch settings screen in Android 4.1+.

install QCustomShortcut (alternatives that might work: Manual Intent Shortcuts, ...)
create a custom shortcut with these fields:
- package = com.android.settings
- class = com.android.settings.quicklaunch.QuickLaunchSettings
- click "test" to make sure it works, before you save the icon
