Variables are interpolated at various levels:

if you pipe the PL/SQL script into SQL*Plus via a here-document, the shell can do interpolation of shell-variables
- this is how it works in ksh:
```
#!/bin/ksh

i=foobar

cat <<EOF
This >$i< is interpolated.
EOF

cat <<'EOF'
This >$i< is not.
EOF

cat <<"EOF"
Nor is this: >$i<
EOF
```
after that, SQL*Plus itself does interpolation of substitution variables
after that, the bind variables get interpolated on the database itself
