There are various community efforts to 1) share knowledge/expertise, and 2) to make tools available to get complicated tasks done.

Ones close to the Humboldt Park area of Chicago:

bicycles
- West Town Bikes — both rich and poor come to use the tools
- The Recyclery — up in Evanston, I haven't been to this one
FreeGeekChicago.com [computers] — tends to be skewed more towards lower-income people, but geeks of all kinds are found here too
