This is in response to this bruhaha. The steps taken on the picture are simply: 1) mask off just the eye area (often you'd do the teeth too), 2) unsharp mask with a ~6px width, 3) desaturate the reds. ALL glamour shots in women's magazines do this, as this procedure usually makes the person look better. Though, just like with makeup, it can look ugly if overdone.
