This works for me personally, to maximize the number of cuttings that end up propagating:
Replace the water daily, to prevent it from getting moldy/slimy.
Replace the water with warm or hot water. Basil is a tropical species, and cuttings propagate best with a heating mat. However, hot/warm water in the jar is the next best thing.
