PIC controls this:
- how much the output voltage is (from 0 - 90v) for a single pulse
- when the pulses occur (either on a strict period, or something else)
Ways to get 3.0 - 9.0v to 90.0v:
- capacitor ladder (vary input voltage, output voltage is always (for instance) ten times the input voltage.  output time is triggered by a high-voltage transistor.  output current is limited by the current limit on a capacitor)
