There are several porposed instances where:
- there's some change in technology/medicine/policy that results in improved safety
- in response to that, people change their behavior to be more risky
And the net result is an increase or neutral change in risk.
NOTE: Most of these are not clearly proven, most have issues with the data or the interpretation of the data that make the examples less than clear.
