The sql-workbench.eu website is blocking IP addresses located in the United States. I'm in the US, and am still able to download the latest release by using archive.org's Wayback Machine.
I confirmed the website was blocked in the US only by using geotargetly.com/geo-browse and locabrowser.com, which are two services that show what the website looks from different country's IP addresses.
Why did the author block US-based IP addresses? On forum.sql-workbench.eu, a user asked the question "Is web site still active?", and the account named 'support (Site Admin)' answered with this: (his words, not mine)

The convicted felon in the White House has made it clear that he (and thus the USA) doesn't give a shit about the rest of the world. That he will betray (and even threaten) his allies without hesitation if that gives him and his Broligarchs a few more bucks in their bank account.
Apparently the USA can do without the rest of the world.
