This problem happens when you use the default MS-DOS v7.10 files.

If you never ever want to boot Windows, just MS-DOS, then edit msdos.sys, and comment out (;) the following lines: 

;[Paths]
;WinDir=.
;WinBootDir=.
;HostWinBootDrv=C
