For a simple menu system, use menu.c32 or vesamenu.c32. Basically, the steps to convert a cfg file to use menu.c32 is to:

add "DEFAULT menu.c32" at the top (or replace any existing "DEFAULT" entry with this)
add "MENU LABEL" lines to each entry, since the "LABEL" lines aren't displayed at all
