release procedure when using Minilla

1. run minil dist, and then copy that tarball to another machine and try to install it using cpanm, just to make sure it works
2. run minil release, which will actually upload to CPAN at the end of the process
3. confirm the tarball appears under the "Show my files" page on https://pause.perl.org/
   • keep reloading until the release's .meta and .readme files are created, this may take ~10 minutes
4. confirm the tarball appears under https://www.cpan.org/authors/id/D/DE/DEENEWCUM/
5. confirm the tarball appears under https://metacpan.org/recent
