Various reasons that I can glean:

• very fast — meager websites can get Slashdotted without breaking a sweat (see "footnote" here)
• more secure — there's no sever-side code to exploit
• can use any host — pretty much EVERY webhost/ISP supports static webpages; not as many support your particular software stack for generating the HTML
