God, the "should I wash the rice before coooking it?" question is pretty heated, and everyone gives contradictory advice.
Answers I've seen given, besides simply "always wash it" or "never wash it":
Wash imported (to the U.S.) rice. Don't wash domestic (to the U.S.) rice.
Check the packaging. If it insists you shouldn't wash it, then don't. If not specified, or if in doubt, then definitely wash it.
Always wash it, unless it's
pre-washed
rice.
