Trying to boot MS-DOS the traditional way (write MBR, write VBR, copy in io.sys/msdos.sys/command.com) is sometimes difficult because modern versions of Windows don't have the tools to set up the MBR+VBR properly.

But, it IS possible to set up a disk with NTLDR that ONLY boots DOS. While a bit weird, it may be easier.
