He's portrayed as wearing an Indian peace medal.

Harriet Tubman

The Black woman is Harriet Tubman, who had been scheduled to appear on either the $20 or $10 bill, but she hasn't yet appeared on any currency. The drawing is probably derived from this 1908 photograph, that was captured by Tarby Studios in Auburn, NY.
