Do all small towns have kooky nepotistic governments? This town sounds like yet another Roseland.
Logan, WV is the county seat of Logan County, yet had a population of only 1630 in the year 2000. They have a local hospital, and a general aviation airport.
Logan is within the Appalachian Plateau, so the entire region is thoroughly mountainous. It's also over a large coalfield.
